各市、縣(區)人民政府(fu)(fu),自治區政府(fu)(fu)各部門、各直屬(shu)機構:
為深(shen)入貫徹落實(shi)《國(guo)務院辦公廳關于(yu)聚焦企業關切進一步推動優化營商環境政策(ce)落實(shi)的通知》(國(guo)辦發〔2018〕104號)和全區深化(hua)“放管服”改革轉變政府職能電視(shi)電話會議精神,聚焦企業關切,著(zhu)力(li)解(jie)決(jue)企業投資(zi)經營中的隱性準入壁壘(lei)、融資(zi)難、辦事成本高(gao)、審批周期長、多頭多層監管等“堵點(dian)”“難(nan)點”“痛點”問題,持(chi)續(xu)深(shen)化“放管(guan)服”改革,加快(kuai)打(da)造市場(chang)化(hua)、法治化(hua)、國(guo)際(ji)化(hua)營(ying)商環境,增強企(qi)業(ye)發(fa)展信(xin)心和競爭力,經自治區(qu)人民(min)政府同意,現(xian)將(jiang)有關事項通(tong)知如下。
一、堅(jian)決破除不(bu)合理門檻和限制,營造公(gong)平競爭市(shi)場環境
(一)切實破(po)解社會資本(ben)市場準入限制。自治區發(fa)展改(gai)革委要(yao)負責落實全國統一的市(shi)場準入負面清(qing)單,制定與市(shi)場準入負面清(qing)單制度相適應的準入機(ji)制、審(shen)批體(ti)制、監管機(ji)制、社會信用(yong)體(ti)系(xi)、法(fa)律(lv)法(fa)規體(ti)系(xi)等配套的政策,推動“非禁即入(ru)(ru)”普遍落(luo)實(shi)。要加(jia)(jia)強(qiang)協調指(zhi)導督(du)促工作,推(tui)動(dong)自(zi)治(zhi)區(qu)(qu)有(you)關部(bu)(bu)門和(he)各市、縣(區(qu)(qu))在(zai)交通運輸、基(ji)礎設施(shi)、戰略性新興產業(ye)、全域旅游(you)和(he)養老、醫療、教(jiao)育等(deng)(deng)社(she)會(hui)(hui)文(wen)化(hua)事業(ye)領(ling)域,落(luo)實(shi)一(yi)批高質量的(de)項(xiang)目(mu)吸引(yin)社(she)會(hui)(hui)資(zi)本(ben)(ben)(ben)參與。自(zi)治(zhi)區(qu)(qu)財政廳、發展改(gai)(gai)革(ge)委(wei)(wei)要從(cong)制(zhi)(zhi)(zhi)度設計、政策指(zhi)導、項(xiang)目(mu)示范(fan)、宣傳(chuan)推(tui)廣等(deng)(deng)方(fang)(fang)面,引(yin)導各市、縣(區(qu)(qu))和(he)自(zi)治(zhi)區(qu)(qu)有(you)關部(bu)(bu)門不斷規(gui)范(fan)政府(fu)和(he)社(she)會(hui)(hui)資(zi)本(ben)(ben)(ben)方(fang)(fang)的(de)合作行為,逐步向(xiang)制(zhi)(zhi)(zhi)度化(hua)、法制(zhi)(zhi)(zhi)化(hua)方(fang)(fang)向(xiang)發展。鼓勵規(gui)范(fan)采用政府(fu)和(he)社(she)會(hui)(hui)資(zi)本(ben)(ben)(ben)合作(PPP)方(fang)(fang)式,不斷優化(hua)PPP投(tou)資(zi)環(huan)境,撬(qiao)動(dong)社(she)會(hui)(hui)資(zi)本(ben)(ben)(ben)投(tou)入(ru)(ru)基(ji)礎設施(shi)和(he)公共(gong)服務領(ling)域。各地、各有(you)關部(bu)(bu)門要進一(yi)步健全PPP項(xiang)目(mu)聯評聯審機制(zhi)(zhi)(zhi),及時披露項(xiang)目(mu)進展情況,切實(shi)加(jia)(jia)大規(gui)范(fan)推(tui)進PPP項(xiang)目(mu)力度,嚴(yan)格兌現承諾,加(jia)(jia)快(kuai)推(tui)進PPP項(xiang)目(mu)落(luo)地實(shi)施(shi)。積極推(tui)動(dong)符合條件的(de)PPP項(xiang)目(mu)發行債券(quan)、規(gui)范(fan)開(kai)展資(zi)產證(zheng)券(quan)化(hua)。自(zi)治(zhi)區(qu)(qu)發展改(gai)(gai)革(ge)委(wei)(wei)、住(zhu)房城鄉建設廳要會(hui)(hui)同有(you)關部(bu)(bu)門組織(zhi)開(kai)展招投(tou)標領(ling)域專項(xiang)整治(zhi),消除在(zai)招投(tou)標過程中對(dui)非公所(suo)有(you)制(zhi)(zhi)(zhi)企業(ye)設置(zhi)的(de)各類不合理限制(zhi)(zhi)(zhi)和(he)壁壘,嚴(yan)格落(luo)實(shi)國家(jia)發展改(gai)(gai)革(ge)委(wei)(wei)《必(bi)須招標的(de)工程項(xiang)目(mu)規(gui)定(ding)》(國家(jia)發展改(gai)(gai)革(ge)委(wei)(wei)2018年第(di)16號(hao)令),賦予社(she)會(hui)(hui)投(tou)資(zi)的(de)房屋(wu)建筑(zhu)工程建設單位發包(bao)自(zi)主權。
(二)推動(dong)緩解中(zhong)小微企業融資難融資貴。人民銀(yin)行銀(yin)川中心支(zhi)行要會同有(you)關部門疏通(tong)貨(huo)(huo)幣信貸(dai)政(zheng)(zheng)策(ce)(ce)(ce)(ce)傳導機制,綜合運(yun)用多種工(gong)具,細化(hua)監管(guan)措施(shi)(shi),強化(hua)政(zheng)(zheng)策(ce)(ce)(ce)(ce)協(xie)(xie)調,提(ti)高政(zheng)(zheng)策(ce)(ce)(ce)(ce)精(jing)準度,穩定(ding)市(shi)場預期。抓好支(zhi)小(xiao)再貸(dai)款(kuan)、中小(xiao)企業高收益債(zhai)券(quan)(quan)、小(xiao)微(wei)企業金(jin)融債(zhai)券(quan)(quan)、知識(shi)產權質押(ya)融資等相關政(zheng)(zheng)策(ce)(ce)(ce)(ce)落實(shi)。鼓(gu)勵(li)金(jin)融機構加大(da)金(jin)融產品(pin)創新,推動擴大(da)動產融資服務,創新應收賬款(kuan)融資、知識(shi)產權質押(ya)等融資產品(pin),盤活企業存量資產。自治(zhi)區地(di)方(fang)金(jin)融監管(guan)局(ju)要充(chong)分運(yun)用貨(huo)(huo)幣政(zheng)(zheng)策(ce)(ce)(ce)(ce)、監管(guan)政(zheng)(zheng)策(ce)(ce)(ce)(ce)、激勵(li)考核政(zheng)(zheng)策(ce)(ce)(ce)(ce)和政(zheng)(zheng)府(fu)服務的(de)協(xie)(xie)同作用,著力降(jiang)低小(xiao)微(wei)企業融資門檻和成本。組織(zhi)實(shi)施(shi)(shi)“引金(jin)(jin)入(ru)(ru)寧”計劃,有效增(zeng)加(jia)(jia)小(xiao)(xiao)微(wei)企業(ye)(ye)(ye)金(jin)(jin)融(rong)(rong)(rong)(rong)供給。建立融(rong)(rong)(rong)(rong)資協(xie)調聯(lian)席會議制度(du),開展(zhan)困(kun)難(nan)(nan)企業(ye)(ye)(ye)融(rong)(rong)(rong)(rong)資輔(fu)導(dao),運用(yong)好“銀(yin)稅互動服務平臺(tai)”,著力(li)解決小(xiao)(xiao)微(wei)企業(ye)(ye)(ye)融(rong)(rong)(rong)(rong)資難(nan)(nan)題。加(jia)(jia)快培育(yu)多層次資本市(shi)場,支(zhi)持小(xiao)(xiao)微(wei)企業(ye)(ye)(ye)優化融(rong)(rong)(rong)(rong)資結構,完善上市(shi)獎勵扶持政(zheng)策。通過資本注入(ru)(ru)、整合各類基(ji)金(jin)(jin)、財(cai)政(zheng)補(bu)貼和獎勵等(deng)方式,支(zhi)持融(rong)(rong)(rong)(rong)資擔(dan)(dan)保(bao)(bao)(bao)拓展(zhan)業(ye)(ye)(ye)務,指導(dao)寧夏再擔(dan)(dan)保(bao)(bao)(bao)集團公司在(zai)縣(市(shi)、區(qu)(qu))開展(zhan)試點,推行融(rong)(rong)(rong)(rong)資擔(dan)(dan)保(bao)(bao)(bao)業(ye)(ye)(ye)務“5221”風險(xian)分擔(dan)(dan)機(ji)(ji)制。自治區(qu)(qu)地(di)(di)方金(jin)(jin)融(rong)(rong)(rong)(rong)監管局(ju)(ju)、寧夏銀(yin)保(bao)(bao)(bao)監局(ju)(ju)要認真落實國(guo)家關于鼓勵銀(yin)行業(ye)(ye)(ye)金(jin)(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)構對民營企業(ye)(ye)(ye)加(jia)(jia)大信貸(dai)(dai)支(zhi)持力(li)度(du)、金(jin)(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)構績(ji)效考核與(yu)小(xiao)(xiao)微(wei)信貸(dai)(dai)投(tou)放掛鉤的激(ji)勵機(ji)(ji)制、盡職免(mian)責實施辦法和不盲目停(ting)貸(dai)(dai)、壓貸(dai)(dai)、抽貸(dai)(dai)、斷貸(dai)(dai)等(deng)政(zheng)策措施,防止對民營企業(ye)(ye)(ye)隨意減少授信、抽貸(dai)(dai)斷貸(dai)(dai)“一刀切”等(deng)做法。自治區(qu)(qu)人(ren)力(li)資源社會保(bao)(bao)(bao)障廳(ting)要指導(dao)各地(di)(di)鼓勵金(jin)(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)構進一步(bu)完善“創(chuang)(chuang)業(ye)(ye)(ye)擔(dan)(dan)保(bao)(bao)(bao)貸(dai)(dai)款+商業(ye)(ye)(ye)貸(dai)(dai)款”模式,擴大創(chuang)(chuang)業(ye)(ye)(ye)者貸(dai)(dai)款規模。鼓勵銀(yin)川市(shi)等(deng)有條件(jian)的地(di)(di)區(qu)(qu)依托各類創(chuang)(chuang)業(ye)(ye)(ye)項目、創(chuang)(chuang)業(ye)(ye)(ye)孵化示范(fan)基(ji)地(di)(di)(園(yuan))和產業(ye)(ye)(ye)園(yuan)區(qu)(qu),發揮財(cai)政(zheng)資金(jin)(jin)作用(yong),引導(dao)社會資本投(tou)入(ru)(ru),設立高校(xiao)畢業(ye)(ye)(ye)生就業(ye)(ye)(ye)創(chuang)(chuang)業(ye)(ye)(ye)基(ji)金(jin)(jin),為高校(xiao)畢業(ye)(ye)(ye)生創(chuang)(chuang)業(ye)(ye)(ye)提供股權投(tou)資、融(rong)(rong)(rong)(rong)資擔(dan)(dan)保(bao)(bao)(bao)服務。寧夏銀(yin)保(bao)(bao)(bao)監局(ju)(ju)要督促(cu)金(jin)(jin)融(rong)(rong)(rong)(rong)機(ji)(ji)構堅決取(qu)消(xiao)各類違規(gui)手續費(fei)(fei),除銀團(tuan)貸款外,不(bu)得向小(xiao)微企業收取貸款承諾費(fei)(fei)、資金管理費(fei)(fei),嚴(yan)格限制向小(xiao)微企業收取財物顧問費(fei)(fei)、咨詢費(fei)(fei)等費(fei)(fei)用,減少融資過程(cheng)中的(de)附加費(fei)(fei)用,降低(di)融資成(cheng)本。
(三)清理地方保護和行(xing)政壟斷行(xing)為。自(zi)治區市場(chang)監管廳要在2018年底前組織各地(di)、各部門(men)完成對清(qing)理廢除妨礙統一市場和公平競爭政(zheng)(zheng)策文件(jian)、執(zhi)行公平競爭審(shen)查制(zhi)度情況的自查,并(bing)向全社(she)會(hui)公示,接受社(she)會(hui)監督。查處并(bing)公布一批行政(zheng)(zheng)壟(long)斷案件(jian),堅決糾(jiu)正行政(zheng)(zheng)機關(guan)濫用(yong)行政(zheng)(zheng)權(quan)力(li)排除、限(xian)制(zhi)競爭的行為。
(四)加強(qiang)誠信政(zheng)府建(jian)設(she)。各地、各有關部門要(yao)把政府誠信作為優化營商環境的重要(yao)內(nei)容,建立健全“政(zheng)(zheng)府(fu)(fu)承(cheng)(cheng)諾+社(she)(she)會(hui)監(jian)督+失(shi)信(xin)(xin)(xin)問責(ze)”機制(zhi),凡(fan)是對社(she)(she)會(hui)承(cheng)(cheng)諾的(de)(de)服務(wu)事(shi)項,都(dou)要(yao)(yao)(yao)履行(xing)約(yue)定義務(wu),接受社(she)(she)會(hui)監(jian)督,對沒有執行(xing)到(dao)(dao)位(wei)的(de)(de),要(yao)(yao)(yao)有整改(gai)(gai)措施并限(xian)期(qi)整改(gai)(gai),對整改(gai)(gai)不到(dao)(dao)位(wei)、嚴(yan)重失(shi)職失(shi)責(ze)的(de)(de)要(yao)(yao)(yao)追(zhui)究(jiu)責(ze)任。自治(zhi)區發展改(gai)(gai)革(ge)委(wei)、高級(ji)人民(min)法院要(yao)(yao)(yao)根(gen)據(ju)國家監(jian)測評價的(de)(de)各(ge)地政(zheng)(zheng)務(wu)誠信(xin)(xin)(xin)狀(zhuang)況和推送的(de)(de)政(zheng)(zheng)府(fu)(fu)機構(gou)失(shi)信(xin)(xin)(xin)名(ming)單,組織各(ge)地開展政(zheng)(zheng)府(fu)(fu)機構(gou)失(shi)信(xin)(xin)(xin)問題專項治(zhi)理(li)。各(ge)市、縣(區)人民(min)政(zheng)(zheng)府(fu)(fu)和寧東管委(wei)會(hui)要(yao)(yao)(yao)梳理(li)政(zheng)(zheng)府(fu)(fu)對企業(ye)(ye)失(shi)信(xin)(xin)(xin)事(shi)項,提出依法依規(gui)限(xian)期(qi)解(jie)決的(de)(de)措施,治(zhi)理(li)“新官(guan)不理(li)舊賬”等問題,研究(jiu)建立因政(zheng)(zheng)府(fu)(fu)規(gui)劃調整、政(zheng)(zheng)策變化(hua)造成企業(ye)(ye)合法權益受損(sun)的(de)(de)補償救(jiu)助(zhu)機制(zhi)。自治(zhi)區財政(zheng)(zheng)廳要(yao)(yao)(yao)督促各(ge)地嚴(yan)格(ge)落實(shi)債務(wu)化(hua)解(jie)實(shi)施方案,加快政(zheng)(zheng)府(fu)(fu)債務(wu)清(qing)償。
二、推(tui)動外商投資和服務(wu)便利化,提高(gao)對外開(kai)放水平
(五)切實保障外商投資企業公平(ping)待遇。自治(zhi)區商務(wu)廳、發展改革委(wei)要負(fu)(fu)責(ze)落實外(wai)商投(tou)資(zi)負(fu)(fu)面清單制(zhi)(zhi)度,對不涉(she)及特別管理措施的外(wai)商投(tou)資(zi)企業(ye)設(she)立及變更,全(quan)部(bu)實現由審批(pi)制(zhi)(zhi)改為(wei)備(bei)案管理。在2018年(nian)底前(qian),建立自治區利用外(wai)資(zi)(zi)聯席會議機制(zhi)。2019年(nian)一季度前(qian)設立外(wai)商投訴中心,及時回應解決外(wai)資(zi)(zi)企業(ye)(ye)反映(ying)的問題,開(kai)展(zhan)外(wai)資(zi)(zi)企業(ye)(ye)在政府采購、資(zi)(zi)金(jin)補助、資(zi)(zi)質許可等方(fang)(fang)面(mian)是否享有公(gong)平待遇進行專(zhuan)項督查。自治區商務廳(ting)、發展(zhan)改(gai)革委、司法(fa)(fa)廳(ting)要(yao)組(zu)織(zhi)各地、各有關部門(men),按照“誰制(zhi)定(ding)、誰清理”的原則,在2019年(nian)底前(qian)完成與(yu)現(xian)行開(kai)放政策不(bu)符的規范性(xing)文件(jian)的清理工作。根據國(guo)家外(wai)資(zi)(zi)基礎性(xing)法(fa)(fa)律制(zhi)定(ding)情況和(he)(he)我區經濟社會發展(zhan)需要(yao),適(shi)時開(kai)展(zhan)地方(fang)(fang)立法(fa)(fa)和(he)(he)配套(tao)制(zhi)度建設。
(六)進(jin)一(yi)步促(cu)進(jin)外商投資。自(zi)(zi)治區發(fa)展改革委、自(zi)(zi)然資(zi)(zi)(zi)源(yuan)廳(ting)(ting)、生態環(huan)境廳(ting)(ting)要積極推進重大外資(zi)(zi)(zi)項(xiang)目建設(she),將符(fu)合條(tiao)件的(de)外資(zi)(zi)(zi)項(xiang)目納入自(zi)(zi)治區重點建設(she)項(xiang)目年度計劃,或依申請(qing)按程(cheng)序加快調整(zheng)列入相關產業(ye)規(gui)劃,給予用地審批支持,加快環(huan)評審批進度,推動項(xiang)目盡快落地。自(zi)(zi)治區商務廳(ting)(ting)要按照擴大鼓勵外商投(tou)資(zi)(zi)(zi)范圍的(de)原則,在2018年底前會同有(you)關部門,提出中(zhong)西部地區(qu)(qu)外商投資(zi)優勢(shi)產業(ye)寧夏目錄清單(dan),報(bao)國家商務部審定后(hou)發布(bu)。寧夏稅務局、自(zi)治區(qu)(qu)財政廳(ting)(ting)、商務廳(ting)(ting)要(yao)嚴格執行外商再投資(zi)暫不征(zheng)收預提所得稅政策適用范圍從鼓(gu)勵類外資(zi)項(xiang)目擴大(da)至所有(you)非禁止項(xiang)目和領域(yu)的要(yao)求,摸清企業及相(xiang)關情況底(di)數,組織開(kai)展宣傳輔導,建立臺賬(zhang)跟蹤管理。
(七)降低出口(kou)環節合規成本和推進通(tong)關(guan)便(bian)利化。自(zi)治(zhi)區財政(zheng)廳要會同有關部門于2018年底(di)前成(cheng)立全區清(qing)理(li)口(kou)(kou)岸收費工作(zuo)小組,明確任務分(fen)工,細化清(qing)理(li)工作(zuo)內容和(he)時間安排,組織開(kai)展全區口(kou)(kou)岸收費清(qing)理(li)檢查(cha)。自治區商務廳要牽頭制定口(kou)(kou)岸收費目錄(lu)清(qing)單(dan),公示(shi)進(jin)(jin)出(chu)口(kou)(kou)環節收費目錄(lu),根據國家最新進(jin)(jin)出(chu)口(kou)(kou)許可管(guan)理(li)貨(huo)物目錄(lu),做好進(jin)(jin)出(chu)口(kou)(kou)商品許可證簽(qian)發與(yu)管(guan)理(li)。銀川海關(guan)要進(jin)(jin)一(yi)(yi)(yi)步(bu)優化通(tong)關(guan)流程(cheng)和(he)作(zuo)業(ye)方式,推進(jin)(jin)關(guan)檢融(rong)合,實(shi)現(xian)統(tong)(tong)一(yi)(yi)(yi)申報單(dan)證、統(tong)(tong)一(yi)(yi)(yi)作(zuo)業(ye)系(xi)統(tong)(tong)、統(tong)(tong)一(yi)(yi)(yi)風險研判、統(tong)(tong)一(yi)(yi)(yi)指令下達、統(tong)(tong)一(yi)(yi)(yi)現(xian)場執法“五(wu)統(tong)(tong)一(yi)(yi)(yi)”,推廣“雙隨(sui)機、一(yi)(yi)(yi)公開(kai)”作(zuo)業(ye)模式。簡化進(jin)(jin)出(chu)口(kou)(kou)環節監管(guan)證件,除涉密證件外,全部采用(yong)聯網(wang)核查(cha)。鼓勵企(qi)業(ye)“提前申報”和(he)一(yi)(yi)(yi)般(ban)信用(yong)及以上企(qi)業(ye)以關(guan)稅保險擔(dan)保方式實(shi)現(xian)貨(huo)物“先(xian)放行后(hou)繳稅”。到(dao)2018年底(di),實(shi)現(xian)進(jin)(jin)出(chu)口(kou)(kou)整體通(tong)關(guan)時間比2017年(nian)壓減1/3,到2021年壓縮一(yi)半。
(八)完(wan)善出(chu)口(kou)退稅政(zheng)策,加(jia)快出(chu)口(kou)退稅進度。寧(ning)夏稅(shui)(shui)務(wu)(wu)局(ju)、銀(yin)川海關、自治(zhi)區財政(zheng)(zheng)廳(ting)要認真貫徹落(luo)實國家出(chu)口(kou)退(tui)(tui)稅(shui)(shui)政(zheng)(zheng)策(ce),及時(shi)升級(ji)退(tui)(tui)稅(shui)(shui)文庫(ku),讓我(wo)區出(chu)口(kou)企(qi)(qi)業(ye)(ye)(ye)(ye)及時(shi)享(xiang)受到政(zheng)(zheng)策(ce)紅利(li)。寧(ning)夏稅(shui)(shui)務(wu)(wu)局(ju)要優(you)化(hua)出(chu)口(kou)企(qi)(qi)業(ye)(ye)(ye)(ye)分類(lei)管理(li),調整(zheng)一(yi)類(lei)生(sheng)產企(qi)(qi)業(ye)(ye)(ye)(ye)和三(san)類(lei)出(chu)口(kou)企(qi)(qi)業(ye)(ye)(ye)(ye)評定(ding)標(biao)準,取消管理(li)類(lei)別(bie)年度(du)評定(ding)次數限制。繼續優(you)化(hua)出(chu)口(kou)退(tui)(tui)稅(shui)(shui)流程,推進無(wu)紙化(hua)退(tui)(tui)稅(shui)(shui)申報(bao)企(qi)(qi)業(ye)(ye)(ye)(ye)備案和退(tui)(tui)(免)稅(shui)(shui)申報(bao)受理(li)審核,2018年底(di)前實現電(dian)子退(tui)(tui)庫全聯網和二類以上出(chu)口企(qi)業(ye)無(wu)紙化退(tui)(tui)稅申報全覆蓋,辦理退(tui)(tui)稅的平均時(shi)間縮短至10個工作日(ri)。寧夏稅務局、銀川海關要依(yi)托大數據和網絡技術,對敏感行業(ye)、風險商品、出(chu)口額激增(zeng)的企(qi)業(ye)涉稅業務及時分(fen)析排查,嚴厲打擊(ji)商品走私、虛(xu)假貿易(yi)、騙取(qu)出口退稅等(deng)違(wei)法(fa)行為(wei)。
三、持續提升審批(pi)服務(wu)質量,降(jiang)低企業在準入環節(jie)的成本

e),不再(zai)需(xu)要(yao)各(ge)類(lei)審(shen)(shen)批(pi)(pi),建(jian)(jian)(jian)(jian)成投(tou)產后,有關(guan)部門按照既定(ding)標準與法定(ding)條件驗收。
(十)深化商(shang)事制度改革。自(zi)治(zhi)區市場(chang)監管廳(ting)、司法廳(ting)要按照已出臺的《自(zi)治區人民政府辦公廳(ting)關于印(yin)發寧夏回族自(zi)治區全面推開“證照分離”改革工作實(shi)施(shi)方案的通知(zhi)》(寧政辦發〔2018〕112號),對全(quan)國第一批(pi)106項涉企(qi)(qi)(qi)(qi)行政(zheng)(zheng)審(shen)批(pi)事項開展“證照分(fen)(fen)離”改(gai)革(ge),并在門戶網站向社(she)(she)會公(gong)開具(ju)體(ti)管(guan)理(li)(li)措(cuo)施。加快推進(jin)信(xin)息歸集共享(xiang),建立(li)行政(zheng)(zheng)審(shen)批(pi)部門、行業主管(guan)部門之間備案事項目錄和(he)后置審(shen)批(pi)目錄的(de)(de)動態維護機(ji)制。按照涉企(qi)(qi)(qi)(qi)許可證全(quan)覆蓋的(de)(de)要(yao)求,組織各(ge)地梳理(li)(li)地方(fang)設定的(de)(de)各(ge)類審(shen)批(pi)事項,實現(xian)“證照分(fen)(fen)離”改(gai)革(ge)全(quan)覆蓋。2018年底前,研究提出疏解“堵點”、優(you)化流(liu)程的(de)(de)改(gai)革(ge)措(cuo)施,編制公(gong)布(bu)統一的(de)(de)企(qi)(qi)(qi)(qi)業注(zhu)銷操(cao)作指南,支持未(wei)開業和(he)無(wu)債權債務(wu)企(qi)(qi)(qi)(qi)業快速退出市(shi)場。逐(zhu)步擴大石嘴(zui)山、吳忠企(qi)(qi)(qi)(qi)業簡易注(zhu)銷改(gai)革(ge)試點范圍。自治(zhi)區人力資源社(she)(she)會保障廳(ting)要(yao)對未(wei)拖(tuo)欠社(she)(she)保費且無(wu)職工(gong)參(can)保關系的(de)(de)企(qi)(qi)(qi)(qi)業,同步進(jin)行社(she)(she)保注(zhu)銷登(deng)記。寧夏稅(shui)務(wu)局要(yao)制定出臺優(you)化辦理(li)(li)企(qi)(qi)(qi)(qi)業稅(shui)務(wu)注(zhu)銷程序辦法(fa),簡化注銷流(liu)程,縮短辦(ban)理時限。
(十一)進一步壓(ya)減行(xing)政(zheng)許可等事項。自治(zhi)區行(xing)政審批制度改(gai)革專(zhuan)項(xiang)小(xiao)組辦公室要(yao)在2018年底前牽頭全面清理(li)現有(you)行政(zheng)許(xu)(xu)(xu)可(ke)事項,銜接國務院(yuan)簡政(zheng)放權改(gai)革措施,再推(tui)動取消部分(fen)行政(zheng)許(xu)(xu)(xu)可(ke)事項。嚴(yan)格(ge)落(luo)實(shi)國家(jia)新的行政(zheng)許(xu)(xu)(xu)可(ke)事項清單(dan),清單(dan)外許(xu)(xu)(xu)可(ke)事項一律視作(zuo)違規審批。在2019年組織(zhi)各(ge)(ge)地、各(ge)(ge)有(you)關部門清理各類變(bian)(bian)相(xiang)(xiang)審(shen)批和(he)許可,對(dui)以備案(an)、登記、注冊(ce)、目(mu)錄、年檢、監制(zhi)、認定、認證、專項計劃(hua)等形式變(bian)(bian)相(xiang)(xiang)設置(zhi)審(shen)批的違法(fa)行為(wei)進行專項整治。組織各有(you)關部門開展(zhan)現(xian)有(you)行(xing)政許(xu)可(ke)成本和效果評估,充(chong)分(fen)聽取(qu)企業、公眾、專家學者(zhe)意見,并根據評估結果,及時調整(zheng)完善(shan)相關許(xu)可(ke)。
(十二(er))加快推進(jin)政(zheng)務(wu)(wu)服務(wu)(wu)標準化。自治(zhi)區人(ren)民政(zheng)府辦公廳要牽頭推進我區政(zheng)務(wu)(wu)服務(wu)(wu)平(ping)(ping)臺與國家(jia)政(zheng)務(wu)(wu)服務(wu)(wu)平(ping)(ping)臺對接,加(jia)快推進全國政(zheng)務(wu)(wu)服務(wu)(wu)“一張網”建(jian)設。按照(zhao)國家編(bian)制全國標準統一的(de)行(xing)政權力事項目錄清單要求,梳理規范我區政(zheng)(zheng)務(wu)(wu)服(fu)務(wu)(wu)事項(xiang)目錄清單,優化(hua)審批服(fu)務(wu)(wu)流(liu)程(cheng),提升政(zheng)(zheng)務(wu)(wu)服(fu)務(wu)(wu)質量。認(ren)真開展(zhan)群眾評議(yi)機關作風活動(dong),督(du)促各(ge)地(di)、各(ge)部(bu)門(men)開展(zhan)政(zheng)(zheng)務(wu)(wu)服(fu)務(wu)(wu)滿(man)意(yi)度(du)調查。
四(si)、進一(yi)步(bu)減輕企業(ye)稅費(fei)負擔(dan),降低企業(ye)生(sheng)產經營成本
(十三)清理物流、認(ren)證(zheng)、檢驗檢測(ce)、公用事業等領域經(jing)營服務型收費。自治區交(jiao)通(tong)運(yun)輸廳要牽頭落實貨車(che)年審、年檢(jian)和(he)尾氣排(pai)放檢(jian)驗“三(san)檢(jian)合(he)一”等政(zheng)策(ce),在(zai)2018年底前公(gong)(gong)布貨車(che)“三(san)檢(jian)合(he)一”檢(jian)驗檢(jian)測(ce)機構(gou)名單(dan),實(shi)現寧夏汽車(che)綜檢(jian)聯網(wang)與交通運輸部綜檢(jian)聯網(wang)平(ping)臺(tai)對接。自治(zhi)(zhi)區(qu)公(gong)(gong)安廳(ting)要(yao)(yao)提(ti)升印章(zhang)(zhang)防偽技術(shu),遏制(zhi)印章(zhang)(zhang)偽造、私刻。公(gong)(gong)開(kai)(kai)公(gong)(gong)章(zhang)(zhang)制(zhi)作單(dan)位(wei)目(mu)錄,供(gong)申請人自主選(xuan)擇。自治(zhi)(zhi)區(qu)市(shi)場監(jian)管(guan)(guan)廳(ting)要(yao)(yao)查處整治(zhi)(zhi)公(gong)(gong)章(zhang)(zhang)刻制(zhi)領域行(xing)政(zheng)壟斷案件,嚴禁各地指定公(gong)(gong)章(zhang)(zhang)刻制(zhi)企(qi)(qi)(qi)業(ye),徹(che)底清(qing)(qing)(qing)理壟斷經(jing)營、強制(zhi)換章(zhang)(zhang)、不(bu)(bu)合(he)理收費(fei)、信(xin)(xin)息泄露(lu)等亂象。加強認(ren)證(zheng)(zheng)機構(gou)認(ren)證(zheng)(zheng)活動(dong)(dong)監(jian)督管(guan)(guan)理,嚴肅查處認(ren)證(zheng)(zheng)機構(gou)開(kai)(kai)展(zhan)認(ren)證(zheng)(zheng)活動(dong)(dong)項目(mu)不(bu)(bu)清(qing)(qing)(qing)晰、收費(fei)不(bu)(bu)透明等問題,引導企(qi)(qi)(qi)業(ye)根據生產需要(yao)(yao)選(xuan)擇認(ren)證(zheng)(zheng),采(cai)取競爭商談方式,降低企(qi)(qi)(qi)業(ye)認(ren)證(zheng)(zheng)成本。寧夏通信(xin)(xin)管(guan)(guan)理局、自治(zhi)(zhi)區(qu)工業(ye)和(he)信(xin)(xin)息化廳(ting)要(yao)(yao)全(quan)面落(luo)實(shi)網(wang)絡提(ti)速降費(fei)政(zheng)策(ce)。自治(zhi)(zhi)區(qu)工業(ye)和(he)信(xin)(xin)息化廳(ting)、發展(zhan)改(gai)革委(wei)要(yao)(yao)全(quan)面落(luo)實(shi)電(dian)網(wang)清(qing)(qing)(qing)費(fei)政(zheng)策(ce),規范和(he)降低電(dian)網(wang)環節(jie)收費(fei),全(quan)面清(qing)(qing)(qing)理規范電(dian)網(wang)企(qi)(qi)(qi)業(ye)在(zai)輸配電(dian)價之外的收費(fei)項目(mu),2018年一般工商業(ye)電(dian)價平(ping)均降低10%,擴(kuo)大電(dian)力直(zhi)接交易規模,2019年底前全(quan)部放(fang)開(kai)(kai)電(dian)力直(zhi)接交易企(qi)(qi)(qi)業(ye)用戶范圍。人民銀行(xing)銀川(chuan)中心支行(xing)、寧夏銀保監(jian)局要(yao)(yao)督促(cu)銀行(xing)業(ye)金融(rong)機構(gou)持續清(qing)(qing)(qing)理規范收費(fei)項目(mu)。
(十四(si))整治政府部門(men)下(xia)屬單位(wei)、行業協會商會、中介機構等亂收費行為。自治區市場(chang)監管廳(ting)要(yao)依法整治“紅頂中(zhong)(zhong)介(jie)(jie)(jie)”,建立(li)收(shou)費(fei)(fei)清單(dan)(dan)(dan)(dan)管理模式,開展違(wei)(wei)規(gui)(gui)收(shou)費(fei)(fei)專項整(zheng)治(zhi)(zhi),重(zhong)(zhong)(zhong)點整(zheng)治(zhi)(zhi)本應(ying)由(you)政府部門(men)承擔的(de)費(fei)(fei)用轉嫁給企業(ye)承擔等(deng)行(xing)(xing)政審(shen)批中(zhong)(zhong)介(jie)(jie)(jie)服(fu)(fu)務(wu)違(wei)(wei)規(gui)(gui)收(shou)費(fei)(fei)行(xing)(xing)為,依法(fa)(fa)打擊各類(lei)“灰中(zhong)(zhong)介(jie)(jie)(jie)”“黑中(zhong)(zhong)介(jie)(jie)(jie)”。督促有(you)關部門(men)和單(dan)(dan)(dan)(dan)位(wei)取消違(wei)(wei)法(fa)(fa)違(wei)(wei)規(gui)(gui)收(shou)費(fei)(fei)、降(jiang)低收(shou)費(fei)(fei)標準(zhun),堅決糾正行(xing)(xing)政審(shen)批取消后由(you)中(zhong)(zhong)介(jie)(jie)(jie)機構和部門(men)下(xia)(xia)屬單(dan)(dan)(dan)(dan)位(wei)變相審(shen)批及違(wei)(wei)法(fa)(fa)違(wei)(wei)規(gui)(gui)收(shou)費(fei)(fei)、加重(zhong)(zhong)(zhong)企業(ye)負擔等(deng)現象。組織各有(you)關部門(men)在2019年3月底前(qian)對(dui)本部門(men)下(xia)(xia)屬單(dan)(dan)(dan)(dan)位(wei)涉企收(shou)費(fei)(fei)進行(xing)(xing)全面清理,整(zheng)頓政府部門(men)下(xia)(xia)屬單(dan)(dan)(dan)(dan)位(wei)利用行(xing)(xing)政權力(li)違(wei)(wei)規(gui)(gui)收(shou)費(fei)(fei)行(xing)(xing)為。寧夏證監局(ju)要規(gui)(gui)范金融類(lei)協會(hui)(hui)合理收(shou)取會(hui)(hui)費(fei)(fei)、服(fu)(fu)務(wu)費(fei)(fei),減輕企業(ye)負擔。自治(zhi)(zhi)區民政廳要牽頭規(gui)(gui)范行(xing)(xing)業(ye)協會(hui)(hui)商(shang)會(hui)(hui)收(shou)費(fei)(fei)行(xing)(xing)為,明確違(wei)(wei)規(gui)(gui)收(shou)費(fei)(fei)類(lei)別,在2018年底前(qian)部署開展行(xing)(xing)業(ye)協會(hui)(hui)商(shang)會(hui)(hui)違(wei)(wei)規(gui)(gui)收(shou)費(fei)(fei)專項整(zheng)治(zhi)(zhi),重(zhong)(zhong)(zhong)點糾正不合理收(shou)費(fei)(fei)和強制培訓等(deng)行(xing)(xing)為,并建立(li)行(xing)(xing)業(ye)協會(hui)(hui)商(shang)會(hui)(hui)亂收(shou)費(fei)(fei)投訴(su)舉報和查處機制。
(十(shi)五)規范降低(di)涉企(qi)保證金和社(she)保費率。自治區(qu)工(gong)業和(he)信息化(hua)廳要牽頭(tou)清理(li)沒有(you)法(fa)律(lv)、行政法(fa)規(gui)依據或未(wei)經(jing)國務院批準的涉企保證(zheng)金,制(zhi)定2019年度減輕企(qi)業(ye)負擔工(gong)作方案,嚴格執行(xing)(xing)(xing)已公布的涉企(qi)保(bao)(bao)(bao)(bao)證金(jin)(jin)目錄清單(dan)(dan),進一步降低涉企(qi)保(bao)(bao)(bao)(bao)證金(jin)(jin)繳納標準,推廣以銀行(xing)(xing)(xing)保(bao)(bao)(bao)(bao)函(han)、保(bao)(bao)(bao)(bao)險保(bao)(bao)(bao)(bao)函(han)替代現(xian)金(jin)(jin)繳納保(bao)(bao)(bao)(bao)證金(jin)(jin)的措施。自治區(qu)市(shi)場監管廳要加強(qiang)對(dui)廠(chang)房租(zu)金(jin)(jin)的監督檢查和指導(dao),嚴厲(li)打擊相關領(ling)域的壟斷行(xing)(xing)(xing)為(wei)。自治區(qu)人力資(zi)源社會保(bao)(bao)(bao)(bao)障(zhang)廳、財政廳、醫保(bao)(bao)(bao)(bao)局、統(tong)計(ji)局要按照國家部(bu)署安排,逐步調(diao)(diao)整(zheng)完善社會保(bao)(bao)(bao)(bao)險繳費工(gong)資(zi)基(ji)數口(kou)徑,將個人繳費基(ji)數由(you)非私營(ying)(ying)單(dan)(dan)位在崗人員(yuan)平(ping)均工(gong)資(zi)核定(ding)調(diao)(diao)整(zheng)為(wei)非私營(ying)(ying)單(dan)(dan)位和私營(ying)(ying)單(dan)(dan)位就業(ye)人員(yuan)平(ping)均工(gong)資(zi)加權(quan)計(ji)算核定(ding)。寧夏稅務局要對(dui)生產經營(ying)(ying)確有(you)困難的企(qi)業(ye),一定(ding)期(qi)限內緩征社會保(bao)(bao)(bao)(bao)險費。
五、認真落(luo)實黨中央、國務院產權保護政(zheng)策,為企業創(chuang)(chuang)業創(chuang)(chuang)新營造良好環境(jing)
(十六)加快知識產權保(bao)護體系建設。自治區市(shi)場(chang)監管廳要采(cai)取措施提高服務質量,做好專(zhuan)利、商標注冊(ce)咨詢服務。落實國家(jia)對網購、進出口等重點領(ling)域加強知識產權執(zhi)法的(de)部署要求。實施國家(jia)“互聯網+”知(zhi)識產(chan)權(quan)保護工作(zuo)方(fang)案,引導電商平臺運(yun)用“互聯網+”高效處理侵權(quan)假冒投(tou)訴,在進出口(kou)環(huan)節知(zhi)識產(chan)權(quan)保護工作(zuo)中推進線(xian)上信(xin)息共享、辦案咨詢、案件協(xie)查。自(zi)治(zhi)區司法廳(ting)要牽頭(tou)(tou)開展(zhan)涉及產(chan)權(quan)保護的規章、規范性(xing)文件清理回頭(tou)(tou)看工作(zuo),并會同(tong)自(zi)治(zhi)區市場監管廳(ting)根(gen)據(ju)國(guo)家知(zhi)識產(chan)權(quan)保護(hu)相關法(fa)律(lv)法(fa)規(gui)修改情況,完善我(wo)區知(zhi)識(shi)產權保護(hu)法(fa)規(gui)規(gui)章(zhang)制度(du)。
(十七)加(jia)快落實(shi)各項產權(quan)保護措施(shi)。自(zi)治區(qu)(qu)市場(chang)監(jian)管廳(ting)(ting)(ting)、公安廳(ting)(ting)(ting)、農(nong)業(ye)(ye)(ye)農(nong)村(cun)廳(ting)(ting)(ting)要(yao)(yao)持續開展侵(qin)(qin)犯商業(ye)(ye)(ye)秘(mi)密(mi)、專利商標(biao)地理(li)標(biao)志侵(qin)(qin)權(quan)(quan)(quan)假(jia)冒、網絡(luo)盜版侵(qin)(qin)權(quan)(quan)(quan)等(deng)違(wei)法(fa)行為集中整治行動(dong),重點打(da)擊進(jin)出口(kou)環節(jie)侵(qin)(qin)犯知識產(chan)(chan)權(quan)(quan)(quan)違(wei)法(fa)活動(dong)。自(zi)治區(qu)(qu)市場(chang)監(jian)管廳(ting)(ting)(ting)、商務廳(ting)(ting)(ting)要(yao)(yao)加強(qiang)(qiang)我區(qu)(qu)中小微企業(ye)(ye)(ye)知識產(chan)(chan)權(quan)(quan)(quan)海外維(wei)權(quan)(quan)(quan)援助。自(zi)治區(qu)(qu)高級人民(min)法(fa)院、檢察院要(yao)(yao)加強(qiang)(qiang)產(chan)(chan)權(quan)(quan)(quan)的(de)司(si)法(fa)保護,依法(fa)辦理(li)涉產(chan)(chan)權(quan)(quan)(quan)糾紛案件,平等(deng)保護各(ge)類(lei)產(chan)(chan)權(quan)(quan)(quan),加大涉產(chan)(chan)權(quan)(quan)(quan)冤(yuan)錯案件甄別(bie)糾正(zheng)力度,2019年6月底前審理(li)公布一批(pi)有代表性、有影(ying)響力的產權糾紛申訴(su)案件。
六、加強和規范事中事后監管,維護良(liang)好市場秩序(xu)
(十八(ba))創新(xin)市場監管方式。自治(zhi)區市場監管廳要貫(guan)徹(che)落實(shi)國家(jia)市場監管領域(yu)全面推行部門聯合“雙(shuang)(shuang)隨機(ji)(ji)(ji)、一公(gong)開(kai)”監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)指導(dao)意見,研(yan)究制(zhi)(zhi)定加(jia)強和(he)規(gui)范(fan)事中事后(hou)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)實施方案(an),積(ji)極(ji)推(tui)進(jin)“雙(shuang)(shuang)隨機(ji)(ji)(ji)、一公(gong)開(kai)”監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)、信用(yong)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)、大數(shu)據(ju)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)、“告知承諾+事中事后(hou)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)”等新型監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)方式,既提(ti)高監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)效(xiao)能(neng),又切(qie)實減少對(dui)企業的干擾。2019年底前實現(xian)市場監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)領(ling)域“雙(shuang)(shuang)隨機(ji)(ji)(ji)、一公(gong)開(kai)”全(quan)(quan)覆蓋,推(tui)進(jin)跨部門(men)(men)綜合執(zhi)法、聯(lian)(lian)合監(jian)(jian)管(guan)(guan)(guan)(guan)(guan),減少多(duo)頭多(duo)層(ceng)重(zhong)復執(zhi)法。強化認證(zheng)機(ji)(ji)(ji)構(gou)認證(zheng)活(huo)動監(jian)(jian)管(guan)(guan)(guan)(guan)(guan),培育(yu)更多(duo)認證(zheng)機(ji)(ji)(ji)構(gou),提(ti)高認證(zheng)活(huo)動本地化水平(ping)。建設(she)自治區政務(wu)服(fu)務(wu)平(ping)臺“互聯(lian)(lian)網+監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)”子(zi)系(xi)統(tong),推(tui)動監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)信息全(quan)(quan)程可追溯(su)和(he)“一網通享”,力爭2019年9月底前與國(guo)家政務(wu)服(fu)務(wu)平(ping)臺同步上線(xian)。各(ge)(ge)地、各(ge)(ge)有關部門(men)(men)要(yao)(yao)全(quan)(quan)面(mian)實施“雙(shuang)(shuang)隨機(ji)(ji)(ji)、一公(gong)開(kai)”監(jian)(jian)管(guan)(guan)(guan)(guan)(guan),積(ji)極(ji)推(tui)進(jin)與相關部門(men)(men)開(kai)展跨部門(men)(men)雙(shuang)(shuang)隨機(ji)(ji)(ji)聯(lian)(lian)合檢查(cha),健(jian)全(quan)(quan)各(ge)(ge)部門(men)(men)跨地區協作(zuo)機(ji)(ji)(ji)制(zhi)(zhi),研(yan)究制(zhi)(zhi)定本行(xing)業領(ling)域強化事中事后(hou)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)的制(zhi)(zhi)度措施,不斷加(jia)強數(shu)據(ju)歸集和(he)應用(yong),逐步建立“互聯(lian)(lian)網+市場監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)”的信息監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)模式。自治區發(fa)展改(gai)革委(wei)要(yao)(yao)加(jia)快(kuai)信用(yong)體系(xi)建設(she),2018年底前完成50個以(yi)上重(zhong)點領(ling)域聯(lian)(lian)合獎懲備忘錄。
(十(shi)九)要切實提高行政執(zhi)法(fa)水平。自治(zhi)區生態環境(jing)廳(ting)要堅持分類指(zhi)導(dao),精準施策,研究制定嚴(yan)格禁止生態環境(jing)保(bao)護領域“一刀切(qie)”指(zhi)導意見。自治區生態(tai)環(huan)境廳(ting)、交(jiao)通運輸廳(ting)、農(nong)業(ye)農(nong)村廳(ting)、文化(hua)(hua)和旅(lv)游(you)廳(ting)、市場(chang)監管廳(ting)等部門要依法(fa)精簡行(xing)政(zheng)(zheng)處罰(fa)(fa)事項,分別制(zhi)定規范(fan)執(zhi)法(fa)自由裁量權的辦法(fa),細化(hua)(hua)、量化(hua)(hua)行(xing)政(zheng)(zheng)處罰(fa)(fa)標準,進(jin)一步規范(fan)行(xing)政(zheng)(zheng)處罰(fa)(fa)自由裁量權,強化(hua)(hua)執(zhi)法(fa)監督,提高(gao)執(zhi)法(fa)效能,改善執(zhi)法(fa)服務(wu),預(yu)防執(zhi)法(fa)不嚴、執(zhi)法(fa)不公。自治區財政(zheng)(zheng)廳(ting)要督促各級行(xing)政(zheng)(zheng)執(zhi)法(fa)機關將(jiang)辦案經費按規定納入(ru)(ru)預(yu)算(suan)管理,禁止將(jiang)罰(fa)(fa)沒收入(ru)(ru)與(yu)行(xing)政(zheng)(zheng)執(zhi)法(fa)機關利益掛(gua)鉤,對(dui)違規行為進行整改和問責。
七、找準(zhun)營商(shang)環境短板,科學制定政策措施
(二十(shi))組織開展營商環境評價(jia)。自治區發展改革委要通過引入第三方評(ping)(ping)估機構的方式,運(yun)用國家建立的營(ying)商環(huan)境評(ping)(ping)價體系,對五個地(di)級(ji)市和寧(ning)東管(guan)委會開展營(ying)商環(huan)境評(ping)(ping)價,編制發布營商(shang)環(huan)境評價分析報告(gao)。主(zhu)動對標先進,加強學習借鑒,探索推出更多切實管用(yong)的改革舉(ju)措,不斷優(you)化營商(shang)環(huan)境。組織做好國家2019年在(zai)全國開展(zhan)的(de)營商環境(jing)評價工作,“以(yi)評促(cu)改”“以(yi)評促進”,不斷提(ti)升優化我區營商(shang)環境。
(二(er)十一)增(zeng)強政策制(zhi)定實施的科學性和透明度。各地、各有關部門要加(jia)強(qiang)調查(cha)研究和(he)(he)科學論證,把握宏觀(guan)形勢,提高政策(ce)(ce)質量,增強(qiang)政策(ce)(ce)穩定性。對企業高度關注(zhu)的行業規(gui)定或(huo)限制性措施調整要設置合理過渡期,防(fang)止(zhi)脫離實際、層(ceng)(ceng)層(ceng)(ceng)加(jia)碼。科學審慎研判擬出(chu)(chu)臺(tai)政策(ce)(ce)的預期效(xiao)果和(he)(he)市場(chang)反應,統籌把握好政策(ce)(ce)出(chu)(chu)臺(tai)時機和(he)(he)力(li)度,防(fang)止(zhi)政策(ce)(ce)效(xiao)應疊加(jia)共振或(huo)相(xiang)互抵消,避免給市場(chang)造成大的波動。自治區工業和(he)(he)信息化廳、民政廳、工商聯要在2018年(nian)底前(qian)建立健全企(qi)業家(jia)參與(yu)自治區層面涉企(qi)政策制定機(ji)制,制定出臺政府(fu)重大經濟決策主(zhu)動向企(qi)業家(jia)和行業協會商(shang)會問計求策的操作辦(ban)法。各(ge)(ge)地(di)也要(yao)參照(zhao)自治區做法制定出臺涉企(qi)政策制定機(ji)制。各(ge)(ge)地(di)、各(ge)(ge)有關(guan)部(bu)門要(yao)完善領導干(gan)部(bu)與(yu)企(qi)業家(jia)常態化溝通聯系機(ji)制,協調解決市(shi)場主(zhu)體正常經營活動中遇到(dao)的問題(ti)和困難。
八、強化組織領導,狠(hen)抓工作(zuo)落實
(二(er)十二(er))提高認識,進一步(bu)明確抓落實(shi)的(de)責任(ren)。各地、各有關部門要提高(gao)政治站位,統一(yi)思想(xiang)認識,認真(zhen)貫徹落實黨中央、國務(wu)院和自治區黨委、政府的(de)決(jue)策部署,持續深(shen)化“放管服(fu)”改革(ge)。要(yao)將優化(hua)營(ying)商(shang)環境、減輕企業(ye)(ye)(ye)負(fu)擔(dan)、解(jie)決企業(ye)(ye)(ye)反映的(de)突出問(wen)題作為穩就(jiu)業(ye)(ye)(ye)、穩金(jin)融、穩外貿、穩外資、穩投資、穩預期的(de)重要(yao)措(cuo)施(shi),想企業(ye)(ye)(ye)所想,急(ji)企業(ye)(ye)(ye)所急(ji),為企業(ye)(ye)(ye)解(jie)憂,著力(li)解(jie)決企業(ye)(ye)(ye)投資經營(ying)中的(de)“堵點”“難點”“痛點”問(wen)題,讓企業(ye)(ye)(ye)有切身感(gan)受,切實增(zeng)強企業(ye)(ye)(ye)發展(zhan)信心和動力(li)。各地、各有關部(bu)門主要(yao)領導(dao)同(tong)志要(yao)親自負(fu)責,對本通知的(de)政策落(luo)實作出具體(ti)安排,進一步細化抓落(luo)實的措(cuo)施(shi),建立工作臺賬,明確責任人(ren)、實施(shi)主體(ti)、實施(shi)時間、實施(shi)要(yao)求,確保各項政策措(cuo)施(shi)落(luo)地落(luo)實。
(二十三)加強(qiang)宣傳,及時總結(jie)推廣優化營商環(huan)境典(dian)型經(jing)驗(yan)做法。各地(di)、各有關部門要(yao)(yao)高(gao)度重(zhong)(zhong)視(shi)優(you)化營商環(huan)境的(de)輿論引導(dao)(dao)工作(zuo),對(dui)已出臺的(de)優(you)化營商環(huan)境政策措施(shi)及(ji)時跟(gen)進解讀,準確傳(chuan)遞權威信息(xi)和政策意(yi)圖,向企(qi)(qi)業精(jing)準推(tui)送各類優(you)惠政策信息(xi),提(ti)高(gao)政策知曉率。及(ji)時研(yan)究解決(jue)市場主(zhu)體關注(zhu)的(de)重(zhong)(zhong)點難點問(wen)題,合理(li)引導(dao)(dao)社(she)會關切熱點預期(qi)。要(yao)(yao)及(ji)時總結推(tui)廣本地(di)、本部門利(li)企(qi)(qi)便民的(de)創(chuang)新經驗和典型做法,要(yao)(yao)積極借(jie)鑒吸(xi)收外省的(de)成功經驗做法,進一(yi)步推(tui)動形成提(ti)升優(you)化營商環(huan)境的(de)良好局(ju)面。
(二十四)強化(hua)督查,建立高(gao)效暢通的(de)政策(ce)落實機制(zhi)。各地、各有關部門在落(luo)實政策(ce)的(de)過程中,凡(fan)發(fa)現(xian)(xian)與上述(shu)政策(ce)要求不符(fu)的(de)文件,要及時進(jin)行修訂,防止(zhi)出現(xian)(xian)惠企政策(ce)被原有規(gui)定(ding)堵住、卡殼(ke)等現(xian)(xian)象(xiang),及時向社會公布落(luo)實政策(ce)的(de)具體措施,接(jie)受社會監(jian)督。自治區人民政府辦公廳要在自治區“12345”政務服(fu)務熱線(xian)平(ping)臺增(zeng)加營商環境(jing)投訴與咨(zi)詢功能,建立(li)高效暢通(tong)的受理(li)、轉辦(ban)、督辦(ban)、反饋(kui)機制(zhi)(zhi),為(wei)市場主體提供全方位、全天候、一體化服(fu)務。各(ge)地、各(ge)有(you)關(guan)(guan)(guan)部門(men)要建立(li)承(cheng)辦(ban)、交辦(ban)、查處、反饋(kui)機制(zhi)(zhi),及時糾正發(fa)現的問題,并(bing)公開曝光營商環境(jing)反面(mian)典型,對不(bu)作為(wei)、亂作為(wei)、慢作為(wei)等行為(wei)嚴肅追責問責。各(ge)地、各(ge)有(you)關(guan)(guan)(guan)部門(men)要將(jiang)有(you)關(guan)(guan)(guan)落實情況(kuang)報自治區推進政府職能轉變和“放管服(fu)”改革協調小組優化營商環境(jing)組(自治區發(fa)展改革委)。
