民營企業(ye)融資難融資貴的形成原因
融資難(nan)(nan),難(nan)(nan)在何處?一是部分大型民企體現為高杠桿下的融資難(nan)(nan)。難(nan)(nan)在其(qi)非(fei)理性擴張、新(xin)項(xiang)目掩蓋舊項(xiang)目等問題突出,經濟上行期尚能周轉(zhuan),一旦外部環境(jing)變化就會(hui)陷入財務(wu)困境(jing),“抽貸(dai)(dai)(dai)”“斷貸(dai)(dai)(dai)”導致其(qi)(qi)資(zi)(zi)(zi)(zi)(zi)金鏈斷裂,出(chu)現(xian)(xian)流(liu)動性(xing)問(wen)(wen)題(ti)。二是(shi)部(bu)(bu)分(fen)中(zhong)小(xiao)(xiao)(xiao)(xiao)企業(ye)(ye)因(yin)經(jing)(jing)營(ying)(ying)困(kun)難(nan)(nan)(nan)(nan)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)難(nan)(nan)(nan)(nan)。難(nan)(nan)(nan)(nan)在因(yin)為國內經(jing)(jing)濟(ji)增長(chang)速度放緩(huan)、經(jing)(jing)濟(ji)發(fa)展(zhan)(zhan)方(fang)式轉型、國際貿易摩擦(ca)等(deng)(deng)經(jing)(jing)濟(ji)大(da)(da)(da)環境因(yin)素,銷售額大(da)(da)(da)幅下滑、利潤(run)不(bu)(bu)足,銀行(xing)(xing)根據其(qi)(qi)經(jing)(jing)營(ying)(ying)狀況(kuang)和風(feng)險(xian)程(cheng)度,往(wang)(wang)往(wang)(wang)難(nan)(nan)(nan)(nan)以追加貸(dai)(dai)(dai)款(kuan),甚(shen)至需壓縮貸(dai)(dai)(dai)款(kuan)額度。三(san)是(shi)部(bu)(bu)分(fen)企業(ye)(ye)面臨(lin)市場(chang)出(chu)清(qing)(qing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)難(nan)(nan)(nan)(nan)。一(yi)部(bu)(bu)分(fen)過剩產(chan)能、落后生產(chan)力面臨(lin)市場(chang)出(chu)清(qing)(qing),不(bu)(bu)符合(he)銀行(xing)(xing)信(xin)貸(dai)(dai)(dai)投向的(de)趨勢和原則。四(si)是(shi)小(xiao)(xiao)(xiao)(xiao)微企業(ye)(ye)“擔保”難(nan)(nan)(nan)(nan)。相當一(yi)部(bu)(bu)分(fen)小(xiao)(xiao)(xiao)(xiao)微企業(ye)(ye)因(yin)房地產(chan)等(deng)(deng)可抵押物(wu)證(zheng)照不(bu)(bu)齊(qi)或不(bu)(bu)合(he)法,無法作為合(he)格抵押物(wu)獲得銀行(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)。五是(shi)短貸(dai)(dai)(dai)長(chang)用,企業(ye)(ye)轉貸(dai)(dai)(dai)難(nan)(nan)(nan)(nan)。一(yi)些小(xiao)(xiao)(xiao)(xiao)微企業(ye)(ye)存在建設廠房、購置(zhi)設備擴大(da)(da)(da)再生產(chan)等(deng)(deng)中(zhong)長(chang)期融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)需求,但銀行(xing)(xing)相應的(de)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)產(chan)品相對匱乏,或者雖有(you)產(chan)品但準入條件(jian)較(jiao)(jiao)(jiao)高(gao),供需矛盾(dun)形成(cheng)短貸(dai)(dai)(dai)長(chang)用現(xian)(xian)象。此(ci)外,受經(jing)(jing)濟(ji)下行(xing)(xing)影響,部(bu)(bu)分(fen)大(da)(da)(da)型企業(ye)(ye)也(ye)出(chu)現(xian)(xian)資(zi)(zi)(zi)(zi)(zi)金周轉減速的(de)情況(kuang),延(yan)長(chang)了占(zhan)用交易鏈上小(xiao)(xiao)(xiao)(xiao)微企業(ye)(ye)貨款(kuan)的(de)時間,一(yi)定程(cheng)度上加劇了小(xiao)(xiao)(xiao)(xiao)微企業(ye)(ye)資(zi)(zi)(zi)(zi)(zi)金困(kun)難(nan)(nan)(nan)(nan)。六是(shi)難(nan)(nan)(nan)(nan)在小(xiao)(xiao)(xiao)(xiao)微信(xin)貸(dai)(dai)(dai)業(ye)(ye)務經(jing)(jing)營(ying)(ying)成(cheng)本(ben)(ben)普遍較(jiao)(jiao)(jiao)高(gao),銀行(xing)(xing)資(zi)(zi)(zi)(zi)(zi)金成(cheng)本(ben)(ben)與實(shi)際經(jing)(jing)營(ying)(ying)風(feng)險(xian)不(bu)(bu)匹配。從(cong)管(guan)(guan)理成(cheng)本(ben)(ben)看,由于小(xiao)(xiao)(xiao)(xiao)微民營(ying)(ying)企業(ye)(ye)普遍存在經(jing)(jing)營(ying)(ying)不(bu)(bu)規(gui)范、財務不(bu)(bu)透(tou)明、信(xin)用記錄缺失等(deng)(deng)問(wen)(wen)題(ti),銀行(xing)(xing)獲取和驗證(zheng)相關信(xin)息(xi)的(de)管(guan)(guan)理成(cheng)本(ben)(ben)較(jiao)(jiao)(jiao)高(gao)。七是(shi)難(nan)(nan)(nan)(nan)在部(bu)(bu)分(fen)銀行(xing)(xing)從(cong)業(ye)(ye)人員對前(qian)(qian)期出(chu)現(xian)(xian)的(de)小(xiao)(xiao)(xiao)(xiao)微不(bu)(bu)良貸(dai)(dai)(dai)款(kuan)心存芥蒂,業(ye)(ye)務拓(tuo)(tuo)展(zhan)(zhan)難(nan)(nan)(nan)(nan)。商(shang)業(ye)(ye)銀行(xing)(xing)一(yi)些信(xin)貸(dai)(dai)(dai)從(cong)業(ye)(ye)人員因(yin)為前(qian)(qian)些年受小(xiao)(xiao)(xiao)(xiao)微貸(dai)(dai)(dai)款(kuan)不(bu)(bu)良問(wen)(wen)責處(chu)罰的(de)比(bi)(bi)例(li)較(jiao)(jiao)(jiao)大(da)(da)(da),一(yi)定程(cheng)度上患上了“恐貸(dai)(dai)(dai)癥”“懼(ju)貸(dai)(dai)(dai)癥”,拓(tuo)(tuo)展(zhan)(zhan)民營(ying)(ying)企業(ye)(ye)的(de)動力不(bu)(bu)足。八是(shi)難(nan)(nan)(nan)(nan)在中(zhong)小(xiao)(xiao)(xiao)(xiao)民企大(da)(da)(da)小(xiao)(xiao)(xiao)(xiao)項(xiang)目(mu)的(de)建設主要(yao)(yao)依(yi)靠信(xin)貸(dai)(dai)(dai)融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)。目(mu)前(qian)(qian)中(zhong)國的(de)風(feng)險(xian)投資(zi)(zi)(zi)(zi)(zi)市場(chang)不(bu)(bu)活(huo)躍、私募(mu)基金規(gui)模小(xiao)(xiao)(xiao)(xiao)、債(zhai)券市場(chang)也(ye)不(bu)(bu)夠成(cheng)熟,因(yin)此(ci)間接融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)仍(reng)是(shi)企業(ye)(ye)投資(zi)(zi)(zi)(zi)(zi)的(de)主要(yao)(yao)資(zi)(zi)(zi)(zi)(zi)金來源(yuan)。截至2018年三(san)季(ji)度末,我國社(she)會融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)規(gui)模總量197萬億(yi)元(yuan),其(qi)(qi)中(zhong)金融(rong)(rong)(rong)(rong)機構貸(dai)(dai)(dai)款(kuan)總量134萬億(yi)元(yuan),占(zhan)比(bi)(bi)約68%;其(qi)(qi)他社(she)會融(rong)(rong)(rong)(rong)資(zi)(zi)(zi)(zi)(zi)總量63萬億(yi)元(yuan),占(zhan)比(bi)(bi)約32%。
融(rong)資(zi)貴(gui)(gui),貴(gui)(gui)在(zai)何處?在(zai)宏觀(guan)經(jing)濟(ji)下行周期及復蘇期,貨幣政策向市場資(zi)金價格的(de)傳導過程中,因為資(zi)金風(feng)險(xian)溢(yi)價的(de)對沖,實(shi)體(ti)經(jing)濟(ji)融(rong)資(zi)成本下降空(kong)間受限,企業融(rong)資(zi)成本高。融(rong)資(zi)貴(gui)(gui),一是(shi)貴(gui)(gui)在(zai)小貸公司、網絡借貸(P2P)等(deng)新(xin)機構(gou)新(xin)業態的貸款(kuan)利率(lv)較高。各類(lei)放貸機構(gou)的貸款(kuan)利率(lv)相(xiang)差較大,銀(yin)行(xing)(xing)(xing)(xing)尤其是(shi)大型(xing)銀(yin)行(xing)(xing)(xing)(xing)利率(lv)普遍較低。二是(shi)貴在(zai)從非銀(yin)行(xing)(xing)(xing)(xing)機構(gou)借入(ru)搭橋資金(jin)的費用(yong)(yong)較高。由于企(qi)業銷售回款(kuan)與償債支出(chu)錯配,企(qi)業需要通過(guo)小貸公司、民間融(rong)資等(deng)非正規金(jin)融(rong)渠道(dao)進行(xing)(xing)(xing)(xing)頻(pin)繁倒貸,為此支付的費用(yong)(yong)據不(bu)完全(quan)統計在(zai)貸款(kuan)本(ben)金(jin)的2%∽3%左右(you)。
總(zong)體(ti)(ti)看(kan),由(you)于(yu)民營(ying)小(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)多(duo)處于(yu)產業(ye)(ye)(ye)(ye)鏈末端,經營(ying)風險(xian)(xian)相對(dui)較大,從市(shi)場(chang)優化資源配置(zhi)的(de)角度看(kan),融(rong)(rong)資收益必(bi)(bi)須(xu)要覆(fu)蓋資金和(he)業(ye)(ye)(ye)(ye)務(wu)成本和(he)符合風險(xian)(xian)溢價,才(cai)能使得融(rong)(rong)資業(ye)(ye)(ye)(ye)務(wu)變得商業(ye)(ye)(ye)(ye)可持續(xu)。因此各融(rong)(rong)資主體(ti)(ti)只有在(zai)融(rong)(rong)資收益能夠抵補(bu)高風險(xian)(xian)成本情況下(xia),理論(lun)上(shang)才(cai)會(hui)對(dui)小(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)融(rong)(rong)資,這樣必(bi)(bi)然(ran)就導致融(rong)(rong)資貴(gui)。反過(guo)來(lai),如(ru)果融(rong)(rong)資主體(ti)(ti)必(bi)(bi)須(xu)降低對(dui)小(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)的(de)融(rong)(rong)資價格,就必(bi)(bi)然(ran)精選經營(ying)風險(xian)(xian)低的(de)融(rong)(rong)資對(dui)象,這樣就會(hui)形(xing)成多(duo)數小(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)融(rong)(rong)資難。因此,習近平總(zong)書記(ji)在(zai)民營(ying)企業(ye)(ye)(ye)(ye)座談會(hui)上(shang)指(zhi)出“要優先解決民營(ying)企業(ye)特別是中小企業(ye)融資(zi)(zi)難甚至融不到(dao)資(zi)(zi)問題,同時逐(zhu)步(bu)降低融資(zi)(zi)成(cheng)本”。
解決民營企(qi)業融資難(nan)融資貴的措施
按照(zhao)抓主(zhu)(zhu)要(yao)矛盾(dun)和矛盾(dun)主(zhu)(zhu)要(yao)方面的思路,化(hua)解“融資(zi)(zi)難(nan)、融資(zi)(zi)貴(gui)(gui)”的矛盾,解(jie)決民營(ying)企業融資(zi)(zi)問題,推動民企高質量(liang)發展,需要(yao)首先解(jie)決“融資(zi)(zi)難(nan)”,再逐步解(jie)決融資(zi)(zi)貴(gui)(gui)。同時,需要(yao)各級政府發揮主導作用(yong)、創造(zao)良好金融生態,需要(yao)銀行站(zhan)高定位、加大創新、改進(jin)服務,也需要(yao)小微企業加強自律、規范經營(ying)、增(zeng)強實力。
